It is a fan made replica of the Haunted Mansion's "Ghost Ship" that uses a scrim effect just like the ones on the ride. It DOES require electricity and it is a complete* setup. The frame is about 18x22" and about 4" deep. The setup is fairly simple. Just plug it in and put a bluetooth speaker or phone (or whatever audio source) next to the thunder controller. The lightning strikes from the audio will sync with the lightning changes on the portrait!
